Imagine a huge office building with thousands of people, placed at the intersection of two major highways.
With an access control system.
Everyone in the building can be considered a reasonably trustworthy person, a carpool candidate. This provides a very easy departure point and control for ride sharing.
At bus or train stations or other points with suitable parking, an access control station could be placed to issue a ticket or stub. This would provide inbound authentication - drivers could be reasonably sure that ticket holders were trusted members of the building’s community.
Compensation would be voluntary. This wouldn’t be something people would do to get money, it is a way to reduce the number of cars on the road.
Why not?
